Haymitch didn't let him get captured. They had no choice but to escape, stating they barley got out as it was. They missed Enobaria, Peeta and Johanna. They couldn't save them.

They can't. You have to understand that Katniss is the face of the rebellion. She is the spark that begins the flame. Without her, it was sure to be put out. If they saved Peeta, Katniss would have been captured, and tortured to death on live television. Maybe they would have gotten Peeta to talk about his grief and stuff, and he isn't the face of the rebellion. He didn't volunteer for his sibling. He didn't make a beautiful funeral for a fellow tribute (The District 6 girl no count, as that was in the 75th, after the spark began already.) He didn't pull out the nightlock. Like Finnick said, "And no one in this arena was a victor by chance. Except maybe Peeta." Peeta never would have survived would it not have been for Katniss. Yes, Peeta is more of a peoples person and would be more efficient to get people to join the rebellion.
