Is this only available to people who buy the gem pack? I don't want to buy anymore gems, so I went looking in the in-game store, but can't find it.

Yes, as described on portalflip site it is apparently only available if you buy gem pack 2.

Maybe in a few months they'll make it a quest reward or add to the wishin well like they did tree Rex statue.
