Scar is like a sophisticated badass, and he did a bunch of awful crap to gain power, which he didn't even know how to use properly. Not to mention he had a really great song. He is the best Disney villain.

How could you forget Yzma.

She's scary beyond all reason, tried to take over a kingdom by poisoning the Emperor and turned him in a Llama.

I rest my case.

I was gonna suggest Hans but I was worried I would get arguments since it's a thing to hate all things Frozen now.

Hades too, though. His sass inspires me.

It's cuz Frozen is a great movie but people do0n't think it is because i's 'cool' to hate Frozen and they just join the general consensus, I thought Frozen would suck, people were like 'watch frozen' and i was like 'yea, like i wanna watch a chick disney movie that probably sucks' and then I watched Frozen.

Also, Yzma is a terrible villain. Yzma never did anything directly, has a bumbling henchman, only attempts to kill one person, takes time off to eat lunch at a cafe. Kuzco is a better villain than Yzma and Kuzco isn't even a villain.

Chernabog looks cool, I mean, he's the devil for crying out loud.

Basically what Lunarz already said. Plus, we hadn't seen in a Disney Princess movie a villain that was really willing to kill the hero. I don't mean with magic or by trapping them, Hans was willing to get his hands dirty, he wanted to kill Elsa himself, all for the crown. His villain arc was one of the best I've seen, he even played the audience, showing how cold (bah dum tss) and calculating he was.

I think we all have to admit that the number one villain of all time is the Coachman from Pinocchio.

Turning kids into donkeys and selling them, that's beyond evil.

Xehanort is the best Disney villain.
He's about the only Disney villain you can't beat to death in Kingdom Hearts (aside Sher Kan).
