Here's why:
In issue #2, she reveals to the reader that she knows Dario Agger. Roz tangled with him in the Thor: God of Thunder series.
Most speculators are suggesting it cannot be her because she cannot breathe on the moon, and does not wear a cloak. This is simple; Freyja brought her there to recruit/enable her to take up the mantle. It's Freyja's cloak that we see, and her magic that allows Roz to walk on the moon. In her struggle to assert herself as Asgardia's Queen against Odin's brazen return, it's also a wise strategic move, showing her people that women can lead and wield the power of thunder just as capably as men, if not more so.
When we first get to see her really cut loose, against the frost giants' dogs, she tells the hammer "let me steer." This has got to be a call-back to one of the first pages in Thor: GoT #19, in which she assures Agent Coulson that she's "a good driver".
She'll make a great Goddess of Thunder. Her Shield background provides combat training and connections. Her devotion as an environmentalist means she has that much more incentive for a strong dedication towards protecting her home of Midgard.
