Lots of "very popular" characters have been made exclusive, like Rosalina. Plus, save for Pikachu and Charizard, all the other Pokemon have been exclusives.

Pokemon is different. Other region pokemon (save Jiggly) were exclusive.

Like unlockable characters, you'll be able to use it only as an amiibo I assume, unless they package a DLC code for both systems with the amiibo.
