I'll just put in this guide list of what has to be bought and acquired in order to collect all the stars in the three games released so far. And also prices. I don't know if battle packs unlock arena mode stages. If they do, I'll add them to the list.

SSA (This is by far the hardest star requirements to get. Mainly because of Darklight Crypt. Eugh)

Swap Force is the most.

The games come with some characters in the starter packs, so you don't actually need to buy so many after the fact. For example, all copies of Giants came with Tree Rex, so you didn't need to buy any more giants to collect all of the stars.

Also, if you want the stars for the adventure missions in Skylanders Giants, you will need to buy the SSA adventure packs as well.

If you mean ALL the stars, you need basically every non-variant Skylander and 1 sidekick. I am actually working on an accolade list right now (might be a few more weeks until I'm done since I just started a new game of SSF on my PS4), but there are a few star requirements like needing 32 green base 'landers and 30 Series 2, as well as one involving all 256 swapper combos.

If you only mean all the story mode stars, then the lists above are sufficient.

Eh. Yeah. I meant to say NON-ACCOLADE stars. All the SSF collection accolades are ridiculous.
