Well, it really depends how big the rock is. If it is small, then water could easily knocked it over if it were a river. But if the rock was big, then it could block off the water. So they are both about equal.

Well, if you throw a rock in a pond the water ripples but will eventually settle and be just fine. Water can erode rock if it is running across it at fast speeds or gets in a crack and freezes but it still takes a REALLY long time to do any damage. You can hold water back with a dam of rocks but eventually the water would erode the rock and get through it and then the breakdown of the rest of the dam would be quite rapid. However the inittial damage to the rock would take a very long time.
