I have the DS version, I'd say Cynder. The Ice King and Stone Sentinal didn't do much, steam... wasn't hard, but annoying when you get hit trying to hit it... Cynder (particularly first fight) was... better.

Cynder- Looks awesome, easy to fight and you get that Convexity power at the end (it's Convexity, the Elemental icon is the same as Dark Spyro's).

Cynder because the battle is in 3 different parts. The first at her lair, second inside the convexity place, and third when you get that awesome breathe! It has a seriously epic song to it and ending.

On GBA, the last battle.
