I heard that you can buy both upgrade paths for the series 2 Skylanders. Is that true?

Yes, it is true. I'm not sure if it's only with the Series 2 or all of he new Skylanders. I do know that Series 1 Skylanders won't be able to switch though, unfortunately.

Okay. How do you switch between the two upgrade paths?

From what we can tell, there is an item that Auric sells that will allow this, but we do not know the name of the item yet. There is a thread running about the upgrade path switching here:

Auric's item doesn't allow path switching. You can only switch at Persephone.

All you need to do is talk to her and the option to switch paths will be there (once you've chosen a path).
