What is the best path to go for her? Ultimate Rainbower or Tempest Dragon?

That'd be TempTRESS Dragon, Jackson. Tempest dragon would be her wind abilities.
Also, can't you go back and choose the other option after you've upgraded your first choice all the way?

No, you can only choose one. If you want to get the other one, you must reset everything and choose the other path.
