My uncle who works at Nintendo was called in a meeting for Let's Go Pikachu and they showed this cutscene that was WIP, my uncle got a video of the scene while nobody was looking. Pikachu scene ends at 2:53.

My uncle who totally does work at Nintendo said that one of the story writers wanted to take this spin off in a different direction, your character is stuck in a financial situation so they have to work with a shady business and "catch them all" for money, the designer wanted the story to be easier to relate for adults since kids don't play Pokemon they only play Fortnite and PUBG. The area is a Pikachu nest, the best place to catch them in the game.
