It's actually a pretty common mistake to think Skarmory is gen 3. It's incredibly rare in gen 2 and is pretty commonly found on that ashy route in gen 3.

Also I feel like it's one of the many Pokémon in gen 2 that I feel fit the gen 3 aesthetic. (More of these being Corsola, Slugma/Magcargo, Swinub/Piloswine, and Remoraid/Octillery.)
