I'm talking about him:

You can fight him only in that level. Who are him? Maybe a scrapped villain?

What system is that on? Because I'm fairly certain that I've never seen one of those on my Wii U.

I had the game on two different consoles, PS3 and PS4, and he was present on both.

Hmmmm... I'll play that level later today just to make sure, but I think on my Wii U all I've seen is broccoli guy.

Yeah, I remember him from Mystic Mill; poor thing must've been a scrapped enemy so forgotten they forgot to take him out of the level. He's actually a LOT like the troll wizards from the 3DS version, but they use Glumshanks' model instead of a regular troll size.
He also has the same mechanic as Broccoli Guy,Rage Mage and Maskermind of holding their gems above their heads, so maybe he was supposed to be the Tech/Light and Dark mage variant but they didn't have time to make him into a full villain.

Yep, he looks like a Nightmare Villain from the 3DS version:

Not just the Villains, the enemy type of Troll Illusionists itself is red-skinned as most of the Nightmare army.
Marf Gargaroots, the villain of the enemy type, for reference.

Though, of course, this guy is normal sized and wears a robe instead of a bunch of belts and cloth. Hm, he also has bolt symbols on his staves and when he hits them he creates the strange shield... Probably a scrapped Tech villain or even a ported model from the 3DS version and being a scrapped villain THERE. This troll needs a hug badly; I'll go and call him Plasma Clamp since the domes look like plasma lamps(yeah, I know they're the Trapping forcefields)

He was forgotten even to be forgotten and we wiped the floor with him thinking he wouldn't be the last of his kind. We hardly knew ye, rare Troll who went against the overalls dress code.

And the place you find him is an Air area too, just like any villain encounter. Probably someone thought it was redundant to have Krankestein and him together; but considering Air has so few villains now time constraints seem the only reason to leave him there but not make him playable.

If he wasn't scrapped, that's probably where you end up fighting him.

Time to finally put this mystery to rest - he indeed had a larger role, and had animations done along with a Blocker Bird being trapped and the scrapped Cyclops Skylander. Doesn't 100% answer if he was a Skylander like Hawk or a villain, but his appearance and gameplay in his short appearance point to the latter as a third support mage character.

Oh, thanks for the explanation!
Also interesting that Blocker Bird was supposed to be a playable character!

A lot of Trap Team villains are scrapped Giants figures. Considering Jet-Vac also went through many interations, they had a lot of leftover Air designs.

Shame we still don't have a name or distinction if he's a skylander or villain in the end, he'd have a juicy article with all this info.
