So if my friend brings over a figure with the UFO hat and plays it on my game, will I have that hat in that game or do I need to scan the Target preorder card to keep the hat?

It will unlock in your Hats list as a legacy hat, but not in the Magic Items list.

But my other Skylanders can wear the hat still? Does the same thing apply if playing Swap Force?

Yes and no. When you put a Skylander wearing the UFO Hat on the Portal while playing Trap Team, the hat is added to the Hats list and you can equip it on any Skylander in that game. If you bring a Skylander with the UFO Hat on him in Swap Force, he will wear it in that game, but it won't unlock in the Hats list.

Yes all the old hats have become Legacy Hats do to there being so many now...i'm sure it will continue through the next game as well, as they add even more hats and nurf the new ones where getting now in the new game.
